The last stanza is about the nation that is not and that is free from hostilities. The lovers lying two by two maybe a metaphor of counties next to each other and the stronger one, not trying to be a nation, doesn't bother with who the other country is. The bridegroom could be a stronger country that doesn't try turn the country next to it into a subservient country, a bride, to serve it.
